    24 March 2011 - Integration of Marine Transport into the European Emissions Trading Scheme

Marine vessels globally contribute 3.3% of CO2 emissions, but so far marine emissions are neither part of the Kyoto obligations nor any regulation of IMO.

The EU has announced that if no international agreement including reduction targets for seaborne emissions is in place, the commission will submit a proposal for including international marine transport in European reduction targets.

The European Commission is likely to include international marine transport in the European emissions trading scheme (EU ETS).

The report investigates three options for integrating ocean shipping into the EU ETS based on a last period, the last distance travelled and the distance the cargo has travelled.
