PCS Survey

PORT Community Systems  are defined as systems that provide telematic connection between all actors involve in port operations, for facilitating, vessel, cargo, truck and train operations. Their purpose is to

improve document exchanges, avoiding paper and allowing advanced clearances, operation planning prior to arrival, and so on to increase these ports competitiveness.

PCS’s are usually owned either by ports, by local governments or by national governments, and in some cases, by private companies (less often). Most of times public shareholders allowed co-participation of IT companies.

Most ports have implemented PCS’s, which could work with local or national Single Windows, depending on each particular case, and even provide further added value telematic services to their Port Communities. Each country, and in some countries, each port, created specific Single Windows (manifest, ship call requests, etc), developed particular user guide’s for each EDIFACT message, implemented further procedures for their Port Communities related to interchange of Transport Orders, Bayplans, Gate Reports (Gate-in and Gate-Out), Bookings, Shipping Instructions, Custom Clearances, etc, and developed IT systems for reporting, tracking and tracing of all interchanges as well as for supplying specific software modules / applications to actors which aimed to facilitate the creation of EDIFACT messages and EDIFACT integration into their respective IT systems.

Usually, PCS’ provide the following services:

·          EDI message interchange

·          Message processing, dispatching, validation, reformatting, merging, etc

·          Re-use of commercial and public data for facilitating document fulfilment

·          Web applications for e-fulfilment and data consultation

·          Tracing of documents and services

·          Cargo tracking facilities

·          Coordination of multi-actor activities

·          Booking and freight services

·          Traffic statistics

·          Interconnection with Port Single Windows and National Single Windows
