It is widely recognised that there is a high burden of reporting placed on the combination of Master/Agent/Ship-owner for reporting information pertaining to the vessel, its cargo and intended voyage to numerous authorities when entering and sailing in EU waters. These requirements are borne out of international and European regulations as well as specific national and local (port) legislation and regulations.


Within the IMO important steps have been taken to diminish the administrative burden of all sorts of documents that have to be filled in and transferred to the different authorities in each different country. The FAL Convention is one of those results. Much time and therefore money is saved by ship owners and terminals simplifying these kinds of procedures. Evolving information technology opens up the possibility to set a next step in this direction.


A number of member States are already implementing, or considering, the use of Single Windows to handle all Authority bound reporting requirements. These are taking on different forms and considering the need, and benefit, to introduce a European-wide approach, the level of development and purpose for which they are being built will be considered in a number of regions. Other than the development of Single Windows on a national level by various member States, the Customs organizations are currently developing a European Customs Single Window.


This study includes a review of current reporting requirements according international conventions, recommendations and codes and European Directives. Aspects such as the requirements themselves, the resulting multiplicity of reporting, the standards in use and the need for harmonisation are considered. This review considers both the data content and means of transmission/receipt.

Further this study provides a background to the meaning behind Single Windows and provides examples of their application.


An important development in European research is the Maritime Information Management (MIM) concept of the MarNIS project, aimed at A2A and B2A reporting and making use of Single Windows, an enhanced role for SafeSeaNet and defined messaging structure. An overview of the key principles is provided, demonstrating how MIM is all based on the principle of single reporting thereby reducing the administrative burden, an important goal of the European e-Maritime concept.
