Paragraph 1.2.2.2 of the ISM Code states, “Safety management objectives of the company should …. establish safeguards against all identified risks”. The ISM Code does not specify any particular approach to the management of risk, and it is for the company to choose methods appropriate to its organizational structure, its shipsand its trades. The methods may be more or less formal, but they must be systematic if assessment and response are to be complete and effective, and the entire exercise should be documented so as to provide evidence of the decision-making process.

These Guidelines are intended to outline the FSA methodology as a tool, which may be used in the IMO rule-making process. In order that FSA can be consistently applied by different parties, it is important that the process is clearly documented and formally recorded in a uniform and systematic manner. This will ensure that the FSA process is transparent and can be understood by all parties irrespective of their experience in the application of risk analysis and cost benefit assessment and related techniques. FSA can be used as a tool to help in the evaluation of new regulations for maritime safety and protection of the marine environment or in making a comparison between existing and possibly improved regulations, with a view to achieving a balance between the various technical and operational issues, including the human element, and between maritime safety or protection of the marine environment and costs.
